Do you mean highlights as in the lighter shades of hair, or highlights as in the shiny parts of the hair?

highlights in lighter shades of the hair 1st of all i need the highlights for the strokes of the hair

That's what I used when I first started making hairs in Paint.net. It's not the exact same tools but it's the same techniques. Let me know if you need any help and I'll try my best to help you out or point you in the right direction.
