Question on completing goals for levels i am not at yet

If i get a facelift now will it count for when i get to the level where it is one of the goals? I am currently on level 8 and am kinda bored waiting for her to finish job training and i cant complete the second goal of getting completely white since scouring doesnt work right now

Yes anything you do ahead of time in the way of a surgery or purchase (for a special outfit) will count when you do reach the level that has the goal.
