actually I think it looks like she's stayed out in the sun to much or eaten to much carrots. at least on the last picture. the first two are not so bad. but to be honest not really my style.

"Tolerant" isn't the first word I'd use to describe Japanese culture...
As for the ganguro girls, I'm weirdly fascinated by their tendency to have less than perfect personal hygiene. Even Japanese punks look so freshly scrubbed, but these girls often look downright filthy.
It's freakish and odd and amusing and I actually enjoy the style. It's so hideous it's fun.

Hey, i was at Japan for 2 months, and believe me - it is very nice, very tolerant and open country. They admire the tradition, but people are very good - educated, they all live in modern society and aren't conservative.

In Japan you can also run headlong into the most hardcore conservative, misogynic, hierarchic and strict culture codes imaginable. Young Japanese people certainly have things to rebel against, it's not all a shiny happy everything-goes society. Don't get me wrong, I love a lot about Japan, but folks need to know/remember there's more to Japan than Harajuku, Anime, sushi and Hello Kitty....most of the rest is still good, but there's a bit of not-so-good too

I love a lot about Japan too. It's just that I'm all too aware of the downsides to the culture, and they're often so mindbogglingly downsidey.
On the other hand, I'm so very fond of everything that makes me go "omg, only in Japan!".

No. LOquence is right. By dressing the way they do and wearing that make up they are rebelling against the set ideal of beauty in Japan (pale skin, dark hair) 
I think they look cute sometimes, like in this picture.
And I like the idea, and what they are rebelling against.
