You need to go to The City, then the Real Estate agency, and then either rent or buy any of the apartments / villas there

definitely, i rented when the goal asked to and then got out of it xD only kept it for a while too in that level where i needed to get 4000 bimbo attitude it was a good deal to rent and get the BA, but nmow i'm at my parents until goals say different

Having an apartment is also useful when you get up to the higher levels, where you are required to have particular amounts of BA to pass a goal ^^

Yes, when you sell you lose some money, but not much. When you go to the real estate agent it will show you how much value is left on your apartment. I think for the 30K apt you lose about 50-60 BD/ day. You can sell it then re-buy after your goal is reached.

i bought my apartment quiet early on, but i've noticed in the goals for another level that you have to get a bigger apartment. Do i get my money back if i leave my 2 bed apartment???????
