Im going on holiday in June to Greece but as my skin burns so easily (yes - i do wear a high factor suncream) i get fed up of being restricted to what i can wear. I cant wear strappy vest tops or dresses with no sleeves/straps, etc (unless i want to get burnt..).
I guess im fed up of being so restricted when i go 'holiday shopping' because all shops nowadays seem to have summer clothes with no cover on them, eg. sleeves! (im not talking long sleeved..just covering the shoulders)
Does anyone else have this problem?

No... I'm like the palest person ever and I wear whatever I want. I read before that most people don't wear enough sunscreen. I SMOTHER myself in factor 50 and I never burn. Put it on like half an hour before you go outside too so it has time to soak in. And reapply a few times during the day. If you are using sunscreen properly you won't get burned. I put mine on before I even get dressed to make sure I don't miss any spots.

Ok thanks for your tips - i ususally have factor 50 and use quite a bit but il definately try smothering! I dont burn straight away..usually after an hour or so i can feel myself burning.
How often are you supposed to reapply?

I'm not sure... Every few hours I think?
This is the sunscreen I use, I've been using it for a few years and have never got burned! I usually get it in Boots, it's a bit more expensive than regular sunscreen but they usually have it on offer 2 for the price of 1. I like it cos it's like an aerosol spray so it's lighter than normal sunscreen and not as greasy! I'd definitely recommend it!

I use the 60 spf for sports, because it doesn't sweat off, plus it comes in a spray so no gressy hands.
I like big freaking hats when I got some place really hot, cause they will cover my shoulders.

I was in Greece last June and I am also very pale. I did get sunburned pretty badly a couple times. I recommend a light cardigan you can take on and off to cover your shoulders. I don't remember it being all that hot (Although I'm from Texas so my idea of hot might be different from yours). A Cardigan is also useful to put on if you ever come across a monastery that you might like to go into (They have a dress code, no shorts and shoulders must be covered). Also wear sunscreen.... and big sunglasses
I also agree with Canary about the big hat. I saw a lot of people wearing big hats while in Greece I even bought one while I was there because it is quite sunny.
I also don't believe you that you can't find shirts without sleeves. There are ALWAYS short sleeved shirts available at department stores.

I was in Greece and it was 40+ degrees celsius everyday, didn't get burned once cos I used that suncream
But lots of places have shaded areas, even the beaches have lots of umbrellas, and there were lots of guys selling parasols there too haha!

I'm pretty pale by the time summer comes around. I just go tanning a little so I don't burn as easy and use some sun screen.

I am a bad example.
I am 100% German, so very pale, (My profile has a picture of me. That is one 'white' baby) but when I plan a holiday I naturally Tan before hand. I go very slowly, a half hour (naked, I have a hatred for tan lines it messes up certain outfits), then building it up to all day in a month.
It takes time, but I refuse to use sunscreen. (it smells bad to me) Once I have that good base tan, I don't burn at all.
If I have an early Holiday, I will use a tanning salon but I'm much more careful. 10 minutes for a week, and 15 the next week, and 20 for the next 2 weeks. A one month in the tanning salon, is perfect for me to get a deep brown color. In Mexico, I am confused with locals, and I had adventures like nothing 'pale' sunburned visitors get.
As far as summer clothes go, 'as little as possible.' I go with Floral Prints, on everything.
My example may be impractical, but it is what I do.

I find the whole idea of a "base tan" to be pure and utter bullshit, so OP, I definitely wouldn't recommend going for one of those. I'm like you in that I'm very fair and burn easily, so I usually slather on A TON of sunscreen with an SPF of at least 30. Then I reapply every 3 hours. I feel like a big grease ball all summer, but I haven't really gotten burnt in years.
As for tops, I agree that you probably don't have as many cute options for summer. Try to choose fabrics that are 100% or at least mostly cotton (but preferably not "heavy" cotton). I find it breathes very well. Synthetic fabrics are a huge no-no for me because I get overheated really easily. What country are you in? In the US there's a store called LOFT which has really great, breathable t-shirts. It's expensive, but they always have excellent sales (so t-shirts usually between $10-$20) and the clothes are amazing quality.
I'd also recommend looking for plain t-shirts (I think lighter colors work better in the sun, my mom only wears white tops in summer because she gets hot flashes) in department stores. Here I can usually find good, cotton t-shirts at Target or even Hanes shirts from Walmart. They're not as cute as some other sleeveless clothes, so you may have to work harder to accessorize to make up for their plainness.

I'm very pale (practicly blue) and in summer I, like others before my have said, slather on the sun cream. I usually use factor 50, and then wear short sleaved floaty tops/dresses so I don't get exposed to the sun but stay cool :]
As for the tanning before going on holiday, I think that's a terrible idea! You can get really bad sun damage from doing that.

Im from the UK so our hot is probably only your warm lol
I dont really understand what you mean that i cant find shirts without sleeves? I meant I need tops with something covering the shoulders as this is where i burn but there arent many nice ones about - they mainly have vest tops/strapless clothes.

Thankyou - thats exactly what i need; short sleeved floaty tops/dresses! Its just really hard finding them!

Thanks for your tips... Im from the UK and my choices seem to be limited as many items of clothing are now strapless/sleeveless as this is the 'normal' thing to wear on holiday.

Try to find something like a kaftan - or some kind of light top you might put on at the beach. You can wear them over strappy tops to keep your shoulders covered. 
asos.com has quite a few but some are really quite expensive.
next.co.uk has some too, at a bit more of a reasonable price.
And amazon has some funky ones as well.
Just a few places to look, just look up 'kaftan' or 'beach coverup' and you'll find quite a few.
You'll probably start seeing them more in the shops in a few months' time when more shops start selling summery stuff. (:

i rarely burn, despite the fact i'm naturally incredibely pale and i don't bother using any suncreams or sleeved shirts, even in the mediterranean countries in summer. i like that about myself
if you burn, you can use cropped t-shirts or, as someone suggested, "floaty" stuff. it looks well

They've actually been selling some cute tops in Primark, basically vest tops with chiffon sleeves? I bought one, they're perfect for protecting your shoulders
