Anyone knows how to do it in Gimp? I tried the same, with RGB Noise and with HSV Noise, as well, but the final result wasn't really the same

Well, I started with the same picture, the same colour then you.
This is the reusult:
These were my options. (I used HSV Noise in Gimp)
Holdness: 2
Hue: 3
Saturation: 50
Value: 50
And I repeated it five times. 
I think yours is much better then this is in Gimp, but it's okay, too.

(Other) way to create Bimbo stuff.
I don't know how about you, but I don't have a tablet, only a mouse and my shaky hands. Therefore drawing on paper is easier to me...
For this HOW TO you'll need:
computer (of course), some editing program /PS/, A4 paper, printer (with cartridge), drawing tools like pencils (bold), color pencils (not necessary, only if you want to mark the place of shades and HL-s) eraser, scanner.
1. Open your base at PS/Gimp whatever.
> I'd recommend the lightest doll.
2. Make the harsh dark lines lighter.
*You can skip the first 2 steps because here's the edited base //>>Click<<//
3. Resize it. [Alt+Ctrl+I]
(the original base - Width: 117px > 198px)
*The 3rd step can be skipped too, because here's the resized base. //>>Click<<//
**NOTE: If you wish to print my lightened and resized base than you don't need to open the editing program just press [Ctrl+P], set values and print.

4. Draw on the paper (with pencil)

(let's pretend it's done)
5. Scan it - via scanner to your computer. ^O^
6. Open the scanned picture in your editing program. 
7. Do not resize, crop etc. Editing is easier now cause all you have to do is trace the dress! Yes, that's easy!
**NOTE: do not trace with 1px brush
> That's how my edit looks like on the scanned base:
8. If you think you're ready, resize the whole img [Alt+Ctrl+I]
> But first make a duplicate.
> Don't merge anything.
> Letting you know, the original base's resolution is 72 but the scanned one's is about 300. Whatever number you have there, change it to 72. Press OK/Enter
9. Open the original bimbo base (not scanned or resized). Drag it to the "traced n resized" file to check how many times the drawn bimbo is bigger. Of course, the dress will be colossal so you need to resize it.
This was in my case: 
^ After resizing the dress fits perfectly on the normal base.
10. As you resize the shade difference between the stroked lines and colored parts may change. (Á la "contrast is fukked up") Change the colors as you feel.
This was my result (already recolored):

I've made lots of sketches and usually I just copy it from the paper already knowing where the lines could be but they are never like I drew and it's pretty sad. The scanner idea is actually very useful. I will definitely try this. Thanks MIA
